Your P who has intervened could have from 8-17HCP (with 18HCP or more he would have doubled) and he has a minimum of 5 cards in the suit.
The main points :
- supporting bids are pre-empts
- supporting bids non forcing
- cue bids show a good hand and awaiting further instructions from P
- cue bids with a jump show a fit with 4 trumps
2) Application
less than 7-8HCP : PASS
With 8HCP and 3 trumps : support at lowest level
With more than 8HCP and 4 trumps :continuing the pre-empt with a jump in suit
