This convention is an overcall by the player in second seat after a 1NT opening. It's a very efficient and economic way of announcing a major two-suiter.

a major two-suiter at least 5-4
and in general a minimum of ten or so HCP. You can have fewer points if the two suits are 5-5 and you are non-vulnerable...

The bidding after a 2 clubs Landy:
The Landy can be used immediately in second seat, but also as a re-opening bid in fourth seat. How many points do you need?

It depends if you are vulnerable or not
and also how strong the two suits are. It will sometimes be possible to overcall in second seat with only 7HCP but the suits must be 5-5 and have good intermediate cards.
If re-opening in fourth seat you could have even less, but in that case you know your Partner has points!

Bidding after 2 clubs Landy:

   2 diamonds shows a weak hand and asks the Partner to choose his best major
   2 hearts or 2 spades shows a weak hand and a preference for that suit
   3 hearts or 3 spades proposes game in that suit
   4 hearts or 4 spades for game.
