The two-suiter is strong if the 2nd suit bid at the two level is a higher ranking suit than the suit bid on the first bidding round.
This goes hand in hand with :.....only if the Responder's bid gives the Opener the possibility of rebidding his 1st suit at the 2 level.
For example in the following sequence below, Responder's 2♦ bid prevents the Opener from rebidding his ♣ and the 2 level, therefore this is not a strong two-suiter.
