The two-suiter is strong if the 2nd suit bid at the two level is a higher ranking suit than the suit bid on the first bidding round.
This goes hand in hand with :.....only if the Responder's bid gives the Opener the possibility of rebidding his 1st suit at the 2 level.
For example in the following sequence below, Responder's 2 bid prevents the Opener from rebidding his and the 2 level, therefore this is not a strong two-suiter.

Problem E20148 2 isn't a strong two-suiter. Opener has only 12HCP and bids his 4 cards so as to find the best contract for his team. Either or a NT contract.
 
 
A strong two-suiter ?
It's quite rare that a bidding sequence happens where the Opener doesn't get a chance to rebid his opening suit.
It only happens after :
  • 1 opening
  • Opp's overcall
  • bid by the Responder
